Panel: The Future of Transit

David Marsh has served as the chief executive officer of CARTS since 1983. CARTS is a Rural Transit District that includes the counties of Bastrop, Blanco, Burnet, Caldwell, Fayette, Lee, and the non-urbanized areas of Hays, Travis, and Williamson. This 7000 square mile District surrounds Austin, the state capital of Texas. Marsh is past-president and served on the Board of Directors of the Community Transportation Association of America for 26 years, where he represented the five-state Southwest region of Arkansas, Oklahoma, Louisiana, New Mexico, and Texas. He is past president and a founding member of the Texas Transit Association, an organization that represents all transit providers in Texas in regulatory and legislative matters, including seven Metropolitan Transit Authorities, twenty-eight Urban Transit Districts and thirty-seven Rural Transit Districts.
